Hotaru is a frail, shy, quiet girl. The whole story of SailormoonS basically revolves around herself. She is the daughter of Professor Souichi Tomoe, and lives with him, and Kaori, the housekeeper. Her mother died when she was younger. Originally her father was good, but during a lab explosing, Hotaru was killed. An entity appeared before her father and said that if he gave up his soul, it would let Hotaru live. Her father agreed, and from then on, he cultivated Hotaru so that she could let another entity take over her body. Hotaru usually spends her day secluded in the mansion (which explains her extreme paleness). She attends Mugen Gakuen (in the manga, specifically the sixth grade), and she is 12 years old. She has a strange power to heal, and the kids at her school find it "icky" and think she's odd, so she has no friends. She has various health problems, she is very weak and frai, and tires easily which adds to her problems, however she does befriend Chibi-Usa, who is her best friend. Hotaru was sitting on a bench in a park, when the wind blew Chibi-Usa's hat off, and Chibi-Usa runs after it. Hotaru chases the hat even though she becomes physically exhuasted from doing so. After that, she and Chibi-Usa are friends. Later on Hotaru becomes friends with Usagi and the rest of the Sailor Senshi.
However, lurking deep inside Hotaru is an evil sinister force that only shows through as a Sailor Senshi. Hotaru eventually swallows Chibi-Usa's heart crystal, and instead of transforming into Sailorsaturn, she turns into Mistress 9, also referred to as the Anti Messiah, Dark Messiah, and Silent Messiah. Mistress 9 is an evil entity whose job it is to prepare Master Pharoah 90's coming into the world. Master Pharoah can then bring the "The Silence", a nuclear-winter state; destryoing the world. Hotaru finally prevails over Mistress 9, with the help of her father, who's evil entity was destroyed by Neptune and Uranus, and her memories of her friendship with Chibi-Usa. Then becoming Sailorsaturn, she thanks Sailormoon for saving her, and destroys Master Pharoah 90. At the end of Sailormoon S, Hotaru is turned into a baby. Haruka and Michiru take the baby from SuperSailormoon and return her to her father.
In SailorStars, the baby Hotaru is taken from her father by Setsuna, who senses that her powers will be needed. Haruka and Michiru are attacked by Neherenia's Mirro Parodies, but then Sailor Pluto arrives to try and save them. They all transform, buch are no match for the enemies, until Hotaru mysteriously awakens and uses her power to help them. After the battle, Hotaru grows up until about the age of 4. The Outer senshi adopt Hotaru, and live as a family, where Hotaru rapidly grows, both mentally and physically. Later, she grows to about the age of 12, when her Senshi spirit revives all of her memories. In the first arc of SailorStars, after the senshi were split up by Neherenia, Sailor Saturn is with Chibimoon and together they confront the former queen of the Dead Moon. Sailor Saturn offers to be destroyed by the Silence Glaive Surprise, but at the last moment, Chibimoon stops her from using her powers. Neherenia traps Saturn into a mirror like the rest of the Senshi. After the first arc, Sailor Saturn disappears until late into the second arc. In the second arc, Galaxia reveals that she was the one who had Saturn awakened, for the purpose of taking her star seed. The Outer Senshi are no match for Galaxia's power, Uranus and Neptune join her side, giving the impression that they want to remain together alive. Evil Neptune and Uranus then use their powers to take the star seeds of Saturn and Pluto, and then the two senshi die. Hotaru is revived after Sailormoon rids Galaxia of Chao's control, and her last scene is with the other Outhers as they watch the night sky and wish on shooting stars.
