SSH 11E was added to the state highway system in 1937. This route began at Jct PSH 11 (US 395) in Ritzville and headed south via Ralston to Jct SSH 11B at Washtucna. When the current state highway numbering system was first posted in January 1964, this route became part of SR 261.
