SSH 11F was added to the state highway system in 1937. This route began at Jct PSH 11 (US 395) in Sprague and headed northwesterly, ending at Jct PSH 7 (now SR 28) in Harrington. When the current state highway numbering system was first posted in January 1964, SSH 11F became part of SR23.
