Here are a few cheats that I have found for Sim City 2000, just type them in at any time during gameplay and it should work for you-

gilmartin- gives you a military base

joke- this should give you a picture of 2 cows in a separate window

imacheat- type this in when you are in big dept to give you big $$$

priscilla- This will put your game into debug mode
