It is very hard to seperate who is the "good" breeder and who is the unscrupulous one.
All breeders make choices in their breeding program, and the good ones hope they do it for the betterment or for some, the preservation, of the breed.
Personally, I think it is important to title my dogs. The dogs don't care about the title, but I know that I have done what I can to create a bond with my dog, learn more about Springer Spaniels and keep my pulse on the Springer Community.
