Appearance: She has light blue hair that is cut very short. She keeps it like that because it's much easier to manage. She has large round eyes that are sea-green on the top and blend into deep blue at the bottom. She has a pale complexion and an average build. She is 5'7" and weighs 125 lbs. She almost always wears jeans. She thinks skirts are much too confining. She likes to wear deep colors like green, purple, and especially blue. She's not big on most jewlery, but she does like to wear chokers. She doesn't wear a lot of make-up, if any.
Personality: She is a thinker and a daydreamer. She hates to be confined to too much reality. She loves writing because it lets her express herself. She loves reading because she can lose herself in books. Her second favorite class is dancing, because it gives her freedom of mind, soul, and body. She has a deep and profound personality. Not many people get too close to her because her quiet and reserved nature is often mistaken for a superiority complex. History: Her mother died of illness when she was small. Though she was well off and her mother's death didn't send her into finacial trouble, Oki needed the kind of support that a mother gave. Her father became lonely and distant. He reminded her of a lonely ship sailing on the sea, without a crew or captain. She loves her father very much and is very kind and obedient to him. He barely talks to her, and she doesn't care because she under stands that when he looks at her, he sees his dead wife. She was shoved around by bullies in school since she was small. She'd stand up for her friends without regard for herself. She'd go home and hide the bruises from her father. She'd shut herself up in her room for hours and cry, with only her dreams to keep her company. None of the girls she defended stayed her friend, but she didn't care whether or not they appreciated her, as long as she had helped them. When she was 12, she was walking along the shore of a lake. She turned to it and looked at her reflection. It was the first time she had really looked at herself in a long time, and she hated what she saw. She could see all the pain inside her that no one else could see, and she could see the walls she put up to defend everyone but herself. She didn't understand why her reflection hurt her so much, but it did. She walked forward and sank into the water. It wrapped itself around her, trying to calm her pain. It screamed to her that she should go on doing what she knew was right, but her heavy heart sunk. She doesn't know why she is alive now because she should have died there. She remembers waking up and seeing a woman in a strange outfit, but that is about all. She told everyone that she had been practing swimming when she got stuck in some weeds, rather than telling them why she sank.

Henshin Item: A small mirror that belonged to her mother. It is Michiru's deep sea mirror.
Henshin phrase: Neptune Power, Make Up- Oki says this phrase and water shoots out from her mirror in streamer-like wisps that snake up her body. They wrap her entire body then fall like rain drops to form a pool of water at her feet. Sailor Neptune is standing there with her mirror clutched to her chest.
Attacks:
Watery Entrapment-She holds her hands out in front of her and says this phrase and a clear orb of water appears in her outstretched hands. She holds it between her hands and flings it at her enemy. When it comes into contact with her enemy, it traps them in a large orb of water. This can be dodged or blocked with an equal attack. It can only be broken from the inside.
Waterfall Movement-She says this phrase and water shoots up from underneath her, propelling her upward. It is sustained as she dives at her enemy. The water follws her and looks like a waterfall as it goes crashing at her enemy. It does a lot of damage, but it is very hard to sustain and execute. Oki could easily hurt herself doing this attack.
Special Powers: Using her mirror, she can see the hidden truth.
