This special first aired in March 1999, as a spoof of Doctor Who, made for a Comic Relief telethon. It originally aired in four parts, and was later released on VHS in two parts. I'm sure a friend showed it to me on VHS sometime in 1999... or maybe it was sometime in 2000-2003. Now that I think about it, I really can't remember. In any event, it was long before I decided to make a page about it, in 2018, after having seen it again on YouTube. (Which... I very well may have watched it in 2017, because I know I put off making the page for quite awhile after watching it.) Anyway, it's really quite amusing. And while it's certainly not canonical, it has the distinction of being the first Doctor Who script written by Steven Moffat, years before I had any idea who he was.

In the special, the Doctor is played by Rowan Atkinson, and his companion, Emma, is played by Julia Sawalha. The Doctor's old enemy, the Master, sets a trap for him on planet Tersurus. (This part of the story reminds me of the end of Bill and Ted's Bogus Journey.) But the trap backfires, and... things take a ridiculous turn. There are Daleks involved, and some guest stars (including Hugh Grant and Joanna Lumley). I don't want to spoil any more details of the plot, but I'll say again that it's all really funny. Mostly. (Not every joke is good.)
