SOUL says follow the money...as we look at reform of the PSC...and beyond.  Take the "Montgomery Bill", for instance.  Douglas County citizens say no to ATC's Arrowhead-Weston Project on county forest land.  No reroute totally not using county land is possible in Douglas County.  (In other words, Arrowhead-Weston had been stopped at the local government level by the voice of citizens who are the owners of the county land.)  Money begins to put this bill on the fast track.  (Suggest you visit www.opensecrets.org to track the money's exchanged to make this bill a reality).
