BOARD'S RESOLUTION
FROM MEETING ON 28 FEBRUARY 2002
The Taranaki District Health Board:
1. Endorses the Pisk Report.
2. Requests management to:
Immediately implement Stage 1 of Option 3 of the Pisk report at a cost of up to $600, 000.
Stage one provides for 3 MOSS and relief.
- Week day ward coverage until the evening
- Weekend afternoon coverage
- Weekday, daily outpatient clinics at Hawera Hospital conducted by members for the Department of Medicine, Taranaki Base Hospital. (Average 4 days cover per week).
The bed configuration for Stage 1 of this model is as follows:
- Monitored beds - 2
- Observation beds - 2
- Medical beds - 10
- Rehabilitation beds - 10 (5 as flexible medical beds).
3. Prepare a paper scoping the following range of issues in respect of Stage 2, before Taranaki District Health Board proceeds to the full implementation of Option 3.
Financial implications:
- Evaluation of ownership options for the new facility
- Iwi / Hapu considerations
- White Cross tenure
- Primary Healthcare Organisation (PHO) for the South Taranaki Community
- Provide quarterly progress reports to the Hospital Advisory Board on the implementation of the Pisk recommendations; the quarterly report process will also include a post commissioning review of stage 1.
And furthermore that the Taranaki District Health Board hereby:
- Receives the submissions analysis as presented.
- Notes the general themes emanating from the analysis.
- Notes that the substantive submissions concern:
- Audit and review processes including the participation of Dr Pisk in this process.
- The concept of a community charter between the people of South Taranaki and Taranaki District Health Board.
- The establishment of a schedule of services to be promulgated on the services provided to the Hawera community.
- The steering committee reporting to the Chair / CEO.
And moreover, that the Taranaki District Health Board hereby:
- Accepts the recommendation in the substantive paper on Hawera Hospital concerning post evaluation review and quarterly update reporting to satisfy community concerns regarding audit.
- Utilises the steering group as the conduit to effect closer cooperation between the community of South Taranaki and the Taranaki District Health Board; including promulgation of services to be provided to the Hawera community.
- Accepts the independent reviewers recommendation in relation to the reporting structure for the steering group ie, reporting to the CEO.
