Meeting Minutes



December 10, 2008


1. Call To Order.

The Regular Meeting of December 10, 2008 was called to order at 7:05 p.m.

1A. Roll Call.

Present were Peter Heebink, Michael Vernon, Malcolm Taggart.
Absent were Helen Smith and Perry Savoie.
Approximately 4 observers.

2. Adoption Of Agenda.

Motion # 1.
Motion that the agenda be adopted as posted.
Moved by Peter Heebink, Seconded by Michael Vernon.
Vote: 3 in favour.
Motion # 1 Carried.

3. Adoption Of Previous Meeting Minutes.


Minutes of the November 12, 2008 meeting were read.

Motion # 2.
Motion THAT the minutes be accepted with one amendment to Item 4.a. adding the word “principal”.
Moved by Michael Vernon, Seconded by Peter Heebink.
Vote: 3 in favour.
Motion # 2 Carried.

4. Guest Speaker George Stetkiewicz from Land Planning Branch, Community Services.


Stetkiewicz summarized the long campaign the community has gone through to come to the point where the Yukon Government is ready to begin the Land Use Plan for Marsh Lake. He also explained where the involved First Nations were with regard to working with Marsh Lake for the Land Use Plan and stated that the FN would be ready to begin the planning with the community. He discussed with Council the various areas and types of zoning possible plus the inclusion of special designations for areas such as Swan Haven. Stetkiewicz hoped to begin the LUP process in about three months. He requested Council check with him for an update before each LAC meeting. Council thanked Stetkiewicz for coming to the meeting and giving his update and Council agreed to have the Land Use Planning issue added to future agendas.

5. Report From the Chair & Correspondence.

Correspondence:

Chair Taggart replied via email to Mike Craigen regarding support for research into a senior’s complex in Marsh Lake. Received an information package from YESAA including a list of communities they will be visiting that does not include Marsh Lake.

Motion THAT a reply is sent to YESAA asking why Marsh Lake is not on their community tour.
Moved by Peter Heebink, Seconded by Michael Vernon.
Vote: 3 in favour.

6. Committee Reports.

AYC:
Perry Savoie attended the December 6th AYC meeting and sent in his report. He wrote that AYC would be setting up a meeting with the representatives from North Slope, Denali Group and TransCanada Pipelines sometime in February. Savoie strongly suggested the Council have representation at this meeting. Both companies expect to have gas flowing by 2018 and are interested in working with all groups, including advisory councils.
The CTTF training program has changed some operating procedures, shortening their time frames to eliminate overspending their budget. Council is asked to follow up on any funding requests within the new time frame. Savoie reminded Council that they would be hosting the AYC regular meeting on March 14th. All members of the Council are invited to sit in on this session and it would be nice to provide a united group approach.
Community Society: Greg Newton reported that the recent Sunday brunch was fully attended. There was a new Friday night kid’s program with Vera and Ferryn and Ferryn had been hired for an art class on Saturday afternoons. The toboggan run has been built using volunteer labour and Jack Rabbit skiing for children has started. There was finally enough snow on the ski trails and they were being groomed. The adult Snow Ball and the children’s Christmas party were scheduled. The centre would be open on Boxing Day.
FireSmart: nil report.
Recycling Depot: Gloria Lommerse reported that the 2 new employees at the depot were working out well. They attended the Department of Environment’s Recycling Depot conference in November.
Emergency Measures Committee: nil report.

7. Old Business.

No old business was brought up.

8. New Business and Question Period.

House Number Fundraiser:
The Marsh Lake Fire Rescue Society was staging a fundraiser by selling House Number signs. The signs are being professionally made and are uniform and easy to read. The signs are selling for $50 each with $10 from each sign going to the Fire Rescue Society.

Cell Phone Service: Peter Heebink informed Council that the new cell phone service tower is up at North M’Clintock. Coverage should now include the areas around Army Beach that were unable to receive service before.

9. Adjournment.

Chair Taggart adjourned the meeting at 8:12 p.m.
