Meeting Minutes



March 14, 2007


1. Call To Order.

The Regular Meeting of March 14, 2007 was called to order at 7:10 p.m.

1A. Roll Call.

Present were Helen Smith, Perry Savoie, Peter Heebink, Malcolm Taggart. Absent was Mike Larsen. Approximately 4 observers.

2. Adoption Of Agenda.

Motion #1.
Motion THAT the agenda be adopted as posted.
Moved by Perry Savoie, Seconded by Peter Heebink.
Vote: 4 in favour.
Motion # 1 Carried.

3. Adoption Of Previous Meeting Minutes.


Minutes of the February 14, 2007 meeting were read.

Motion # 2.
Motion THAT the minutes be accepted with one amendment.
Moved by Helen Smith, Seconded by Peter Heebink.
Vote: 4 in favour.
Motion # 2 Carried.

4. Public Discussion of Army Beach drainage work & water pump.


Perry Savoie reported that residents were requesting Council to write a letter to the Dept of Highways asking them to pump springtime excess water from the area adjacent to the public beach access Road, and if they cannot do it, to allow residents to complete the task.

Motion # 3.
Motion THAT a letter is written to Dept. of Highways requesting excess spring runoff water from areas around the Army Beach Road, and public beach area are pumped out this spring.
Moved by Perry Savoie, Seconded by Helen Smith.
Vote: 4 in favour.
Motion # 3 Carried.

5. Report From the Chair & Correspondence.

House Numbering:
Chair Taggart has requested MLA Rouble assist in pushing the house numbering project through cabinet.
Community Trail Planning: The maps have been turned over to Inukshuk and the maps & outline of the plan will be into Community Development Fund by March 31.

Zoning Exercise: Chair Taggart spoke with Lands branch about rural residential applications. Lands branch has previously discouraged new spot applications in LAC areas, but have never had a freeze on applications. With the zoning exercise being pushed forward, Council should request an orderly development, not ad hoc.

Motion # 4.
Motion THAT a letter be written to Lands branch Deputy Minister proposing that because the Minister is proposing zoning of hinterland, no spot application until this pending matter. Given this request all land applications should be set-aside until zoning and a Land plan is in place. Copies of the letter should go to involved First Nations.
Moved by Perry Savoie, Seconded by Peter Heebink.
Vote: 4 in favour.
Motion # 4 Carried.

Correspondence:
A letter was emailed to Dave Albrsser requesting mosquito control pellets for the Army Beach area.
Received - a copy of a letter to Thompson approving his commercial lease for purchase.
- a draft report from the LAC Forum.

6. Committee Reports.

AYC:
Perry Savoie reported that he will not be able to attend the general meeting in Watson Lake in March and may not be available for the AGM in Dawson in May.
Community Society: John Streicker reported activities including a paper airplane competition and a potluck on St. Patrick's Day. He announced that Drew Whittaker would be the new Club Room supervisor.
FireSmart: nil report.
Transfer Station: Gloria Lommerse announced that Lloyd Atkinson and Don Bernier had repaired an old generator for use by the society during construction or when equipment is needed on site. Heard complaints from residents about there being no attendant on site during open hours at the depot and other times the attendant claiming they did not have cash for refundables. Lommerse agreed to look into the complaints.
Emergency Measures Committee: nil report.

7. Old Business.

Dog Control:
Councillor Heebink stated that he was not in favour of a dog control officer at this time. The majority of loose dogs are not a problem; most are friendly and known to the neighbours. Dog control is always an issue of dog owners. A dog control officer should deal with complaints, not random loose dogs.
Councillor Savoie replied that communities would like something in place to deal with the dangerous dogs and out of control situations. There would have to be a line of command in place, such as first contacting the Councillor who would then call the enforcement officer if needed.

8. New Business and Question Period.

Canada Post:
A complaint from a resident about miss-delivered mail was received. Residents were encouraged to complain to the sorting plant in Whitehorse.

9. Adjournment.

Chair Taggart adjourned the meeting at 8:48 pm.
