Meeting Minutes



March 11, 2009


1. Call To Order.

The Regular Meeting of March 11, 2009 was called to order at 7:06 p.m.

1A. Roll Call.

Present were Helen Smith, Perry Savoie, Michael Vernon and Peter Heebink.
Absent was Chair Malcolm Taggart.
Helen Smith would be Acting Chair for the meeting.
Approximately observers 3.

2. Adoption Of Agenda.

Motion # 1.
Motion THAT the agenda be adopted as posted.
Moved by Perry Savoie, Seconded by Michael Vernon.
Vote: 4 in favour.
Motion # 1 Carried.

3. Adoption Of Previous Meeting Minutes.


Minutes of the December 10, 2008 meeting were read.

Motion # 2.
Motion THAT the December 10, 2008 minutes be accepted as read.
Moved by Michael Vernon, Seconded by Peter Heebink.
Vote: 4 in favour.
Motion # 2 Carried.


Minutes of the February 23, 2009 Special Meeting were read.

Motion # 3.
Motion THAT the February 23, 2009 minutes be accepted as read.
Moved by Perry Savoie, Seconded by Michael Vernon.
Vote: 4 in favour.
Motion # 3 Carried.

4. Discussions and Guest Speakers.


There were no issues for public discussion or guest speakers.

5. Report From the Chair & Correspondence.

In his absence, Chair Taggart sent in copies of his report and correspondence.

Correspondence: Taggart sent a reply for Council to the YESSA 5 year review.

Report: Taggart reminded Council of upcoming public meetings. On March 19th the Department of Highways will be holding a meeting to discuss their plans to widen and re-deck the M’Clintock River Bridge. On March 26th the Yukon Government will hold a meeting to discuss expectations for high water and possible flooding in the summer of 2009. On April 7th the Yukon Government will hold a public meeting to discuss the Build Canada Fund, the Gas Tax Fund and the Solid Waste Management Strategy Study. The presenters would also like to meet with Council at 5:30 that day for a closed meeting with Council only.

Land Use Planning Update: Taggart reported that nothing new was happening on the Land Use Plan and that the Yukon Government and the First Nations were still in discussions about a planning boundary and how best to proceed.

6. Committee Reports.

AYC:
Perry Savoie reminded Council that Marsh Lake would be hosting the AYC regular meeting on March 14th and encouraged all Councillors to attend.
Community Society: Greg Newman reported on the February Ski Loppet, which had 161 registered entries. There would be a Community Society meeting on March 26th to discuss items such as the annual budget. All were welcome to attend.
FireSmart: nil report.
Solid Waste Management Society: Gloria Lommerse reported that a new part-time attendant had been hired at the recycling depot. A meeting with Community Services would be set up to hand over stats for 2008/2009 and arrange to sign the 2009/2010 contract agreement. There was concerns from the previous year about the condition of the bear fence, which the society would like to discuss with Community Services. The cardboard shelter had collapsed under heavy snow during January and would need to be shovelled out and repaired.
Emergency Measures Committee: nil report.

7. Old Business.

There was no Old Business.

8. New Business and Question Period.

Questions about FireSmart applications for various areas and who was applying for them had been brought to Perry Savoie’s attention. Council agreed to contact the volunteer Fire Chief Juergen Wilms concerning who the EMO contact in Marsh Lake would be for 2009 and to request an update on the FireSmart applications for Marsh Lake in 2009.

Motion THAT an invitation is sent to the Marsh Lake Fire Chief requesting that he, or a representative, attend the next LAC meeting to provide information on FireSmart applications and to discuss who the 2009 EMO volunteer for Marsh Lake would be.
Moved by Perry Savoie, Seconded by Michael Vernon.
Vote: 4 in favour.
