Meeting Minutes



November 9, 2005


1. Call to Order.

The Regular Meeting of November 9, 2005 was called to order at 7:01 p.m.

1A. Roll Call.

Present were Helen Smith, Perry Savoie and Mike Larsen.
Absent was Malcolm Taggart. Secretary/Treasurer Helen Smith would be acting as Chair in Taggartıs absence.
Approximately 6 observers.

2. Adoption of Agenda.

Motion # 1.
Motion THAT the agenda be adopted as posted.
Moved by Perry Savoie, Seconded by Mike Larsen.
Vote: 3 in favour.
Motion # 1 Carried.

3. Adoption of Previous Meeting Minutes.


Minutes of the September 14, 2005 meeting were read.

Motion # 2.
Motion THAT the minutes be accepted as read,
Moved by Perry Savoie, Seconded by Mike Larsen.
Vote: 3 in favour.
Motion # 2 Carried.

4. Discussion LARC application for Licence of Occupation for King, Lots 6 & 7, McClintock Place.


This application was for a licence of occupation for a waterline that extends into the lake from between Lots 6 & 7at McClintock Place. Council agreed that as this waterline predates the current owner of the property, and this application is to legalize the waterline, that Council had no objection. However, since Malcolm Taggart was absent from this meeting, and he is the Councillor for Ward 3, that Council would check with him to see if any other issues on this application had occurred.

5. Report from the Chair & Correspondence.

Correspondence received:

LARC Agendas for November 9 and 10.
Received a reply from Ken Jeffrey, Acting Superintendent, Maintenance and Planning, Transportation Maintenance Branch concerning clearing of vegetation on Doehle Drive. He requested Council send his department a priorities list for reference to aid his department budgeting for future work. Mike Larsen agreed to speak with the Fire Rescue Society and discuss which roads need clearing, to form the priority list to be forwarded to Mr. Jeffreyıs office.

6. Committee Reports.

Marsh Lake Solid Waste Management Society:
Gloria Johnson reported that new winter hours were in effect for the volunteer refund depot of Noon to 2 pm on Saturdays. A temperature cut off policy had been adopted and volunteers would not be there if the temperature was below -20 on the morning of the depot. There would be no volunteers at the depot on Saturday, December 24 or Saturday, December 31.
Association of Yukon Communities: Perry Savoie reported that he would try to attend the General Meeting in December, which takes place in Whitehorse. There is also a strategic meeting for AYC, which he will try to attend, and a meeting on Gas Tax funding distribution upcoming that he would not be able to attend.

7. Old Business.

Sewage Lagoon:
It was reported that the reopening of the lagoon was extended to November 10th. The gate should be locked and keys would be available only to septic truck operators.
Bayview Road: Perry Savoie reported that, at this time, the new road would not be going through. It was suggested that they would need 75% of residents in agreement of the roadıs new route, and they donıt have that. Ongoing concerns about road ploughing and emergency vehicle access would not be remedied until residents reached an agreement.
Army Beach Well: Perry Savoie reported that the test drill had struck water, and plans for the building will include room for a 2000-gallon storage tank and room to park a spare fire truck. Access for commercial water trucks would not be included since it was deemed too expensive and of low priority.

8. New Business and Question Period.

Marsh Lake Newsletter:
Rob Alexander reported plans for the December issue and reminded contributors that the deadline would have to be met for the issue to be put out before Christmas.

9. Adjournment.

Motion # 3.
Motion THAT the meeting be adjourned and the hall be turned over to Sharon Hickey of Corrections Consultation.
Moved by Mike Larsen, Seconded by Perry Savoie.
Vote: 3 in favour.
Motion # 3 Carried.
