Meeting Minutes



September 14, 2005


1. Call To Order.

The Regular Meeting of September 14, 2005 was called to order at 7:01 p.m.

1A. Roll Call.

Present were Malcolm Taggart, Helen Smith, Mike Larsen and Perry Savoie.
Approximately 8 observers plus 4 guests.

2. Adoption Of Agenda.

Motion # 1.
Motion THAT a summary of the 2004 financial review be added to the agenda.
Moved by Helen Smith, Seconded by Perry Savoie.
Vote: Unanimous.
Motion # 1 Carried.

3. Adoption Of Previous Meeting Minutes.


Minutes of the August 10 meeting were read.

Motion # 2.
Motion THAT the minutes be accepted with the following amendments. In item #8, M'Clintock Place be changed to M'Clintock River.
Moved by Mike Larsen, Seconded by Helen Smith.
Vote: 4 in favour.
Motion # 2 Carried.

4.a. Financial Review.


Secretary/Treasurer Helen Smith reported that the Council has stayed within budget with $151 remaining at the year-end. She has received the Financial Review from the accountant and will deliver it to Community Services.

4.b. Report From the Chair & Correspondence.

Emailed to Lands Manager at LARC as per previous month's motions:
1. Reply to application for lot enlargement for Malchow, #37 McClintock Bay
2. Reply to application for lot enlargement for Whitfield, #806A McClintock Bay

Sent letter to Community Services in support of funding for distribution of Don Ford's information flyer for the Marsh Lake dump through the mail.

Received: From Marg White, Energy, Mines & Resources, Land Use Permit Applications for
1. TSL Contractors, for disposal of root & organic matter in abandoned gravel pit across from New Constabulary. Council stated they had no objection to this application.
2. YTG Highways & Public Works, Transportation engineering Branch installation of 3 environmental sensor stations – one of which is to be installed across the highway from Michie Place, km 1368.1. Council stated they had no objection to this project, which was to install equipment to be used for information gathering on highway conditions.

Received a copy of the Final Draft Of Yukon Agriculture Policy for review. Council had no discussion on the review at this time and would respond at a later date.

Reports: Army Beach community well: Community Services has decided to abandon the old well site as unusable and unrepairable. The expense for drilling a new well is estimated at $40,000 and will be located somewhere in the day use area. The overall project with water treatment system and building is budgeted at $500,000.
Marsh Lake Sewage Lagoon: Testing confirmed that waste oil had been dumped into the lagoon. Community Services is looking at a cleanup cost of approx. $50,000. Reopening will be November 1st. The gate will remain locked, with authorized users being issued a key. Increased monitoring and a possible keyless entry system will be considered.
Doehle Drive right of way. Dept. of Highways replied to the request for a right of way brush cleanup, stating that funds are tight but will try to find funds to do the brush cleanup.
Relic Road intersection: Highways had not completed the survey needed, but stated they should be doing it next month.
Ward 5: Chair Taggart stated that a replacement Councillor for Ward 5 had not yet been found.
House Numbering: Chair Taggart and Councillor Helen Smith met with YTG to discuss last minute changes to maps, and final numbering plans should be completed soon.
Land Use Plan for Marsh Lake: Chair Taggart requested a clear answer from YTG on land use planning and was informed that YTG can authorize a full bore plan without the involvement of First Nations in the area, although First Nation held lands could not be included in that plan.

Motion # 3.
Motion THAT Council write to the Minister of Lands, Archie Lang, and request a go ahead for Land Use Planning in Marsh Lake, with or without First Nations involvement. A request of a start date of January 2006 would be included.
Moved by Mike Larsen, Seconded by Helen Smith.
Vote: 4 in favour.
Motion # 3 Carried.


An announcement was made by Don Ford stating his intention to apply for 20 acres at the intersection of Doehle Drive and Alaska Highway for a service station/motel/RV hook-up/restaurant/lounge and a 1000 ft supermarket. He had inquired into obtaining Jakes Corner or the Marina, but neither is available. His intention is to apply to YTG for the land in January 2006 and is looking for community support. Chair Taggart agreed to place this item on the next month's agenda.
Marsh Lake Community Society Report: Judy Corley reported that the clearing & excavation of the new 1.8 million dollar community centre has started. There will be a sod turning ceremony on Monday, September 26 at 5 pm. A construction schedule will be available at the Community Societies public meeting on September 28th.
Bayview Rd: Perry Savoie reported that YTG had appointed a new person to handle the planning of Bayview Rd. and the new route should be chosen soon.
M'Clintock River Boat Ramp outhouse: Perry Savoie reported that the outhouse had been removed by the Dept. of Highways during last summer's high water and not replaced. Highways agreed to look at options to replace it.

9. Adjournment.

Chair Taggart turned the meeting over to Mr. Scott Clark and the Yukon Policing Review at 7:33 pm.
