NATIONAL AND INTERNATIONAL TEEN COURT

Fall 1999 CONFERENCE

(NOTE: All emphasis of procedures, training, classification, etc, are based on our program guidelines and no other.)



FIRST DAY SCHEDULE



REGISTRATION 2:00 - 4:30 p. m.

Credentials issued. Instructions and packets prepared for distribution during General Assembly. Conference Site Lobby. Pre-Registration Tables, News Media Table, Dignitary Registration Table, No Late Registration Table and No Registration Fees Collected at Conference.



GENERAL ASSEMBLY 5:15 P. M.

Keynote Speaker: Sir Richard D. Weaver, Hidalgo De San Antonio De Bexar, National Executive Director and Founder of the National Teen Courts of America and Teen Courts of America, Inc. Introduction of Earl H. Guptill, National Assistant Executive Director and CO-Founder of The National Teen Courts of America And Teen Clubs of America, Inc. Introduction of other special guests. Special Activity. Overview of Four -Day Conference provided. History of Teen Courts spanning over 60 years.





DISTRICT TEEN COURT MOCK TRIALS 5:45 P.M.

Two District Teen Court Mock Trials will be conducted. One case will be heard on a minor in possession of alcohol. The second case will be on assault. A third case will be heard on shoplifting. DON'T MISS THEM.



SECOND DAY SCHEDULE

100 LEGITIMATE REASONS FOR USING TEEN COURT PROGRAMS 8:00 A.M.

The 100 reasons for using the Teen Court Programs will be explained and justified with the understanding of the history of teen courts.



CERTIFICATION AND CLASSIFICATION OF DISTRICT TEEN COURTS 8:45 A.M.

The process of and need for Certification and Classification of District Teen Courts is explained. There are several types of Teen Court Programs with Teen Court Class I being of the highest standards.



NATIONAL TEEN COURT BAR EXAMS AND BAR ASSOCIATION 9:15 A.M.

The training for and examination of National Teen Court Bar Exams and acceptance into Teen Court Bar Associations as established in 1989.



SPONSORSHIP OF DISTRICT TEEN COURT PROGRAMS 9:45 A.M.

This session will explain how District Teen Court Programs are sponsored and affiliated with the National Organization.



SELF-SUPPORTING PROGRAMS VS GOVERNMENT (TAXPAYER) SUBSIDIZED PROGRAMS 9:50 A.M.

The reasons for developing self-supporting District Teen Court Programs vs programs relying on annually renewed taxpayer supported funding.



SHORT RANGED GREED AND TUNNEL VISION VS LONG TERM SAVINGS AND CREATIVE VISION 10:25 A.M.

The reasons why some cities, counties, and individuals fail to support District Teen Court Programs and other Teen Court Programs while others have the vision to see potential for community improvement for the safety and welfare of its children will be discussed.



SOURCES FOR START-UP FUNDING 10:45 A.M.

Sources, areas, and methods of funding for start-up and existing District Teen Court Programs, including proposals and resolutions will be discussed.



TRAINING NEEDED BY REFERRING COURT JUDGE AND STAFF 11:35 A.M. Everyone undergoes complete training referring judges and court clerks receive in order to fill out forms for referring cases to the District Teen Court Program. Training takes less than 10 minutes. Don't blink, you'll miss it.



FREE USE OF COPYRIGHTED DOCUMENTS BY COURTS 11:48 A.M.

Copyrighted Forms and Documents used by the referring courts and given to teenagers and their parents will be explained.



DOCUMENTS NEEDED BY DISTRICT TEEN COURT PROGRAMS 12:15 p.m.

The importance of using copyrighted forms provided by the National Association will be explained. Forms of other independent programs will also be discussed. Individuals having sample forms may submit them for analysis of possible defects.



ADVISORY BOARDS, COUNCILS, COMMITTEES, ETC. 12:35 p.m.

The difference between advisory boards, councils, committees, and board of directors will be explained. The disadvantages and advantages to each will also be shown. The use of each will be discussed.



DISTRICT TEEN COURTS VS DEFENSIVE DRIVING DEFERRAL & OTHER PROGRAMS 12:50 P.M.

The advantages of using a District Teen Court Program over that of Defensive Driving and other programs will be discussed.



FREE TIME 6:00 P.M. for Dinner

10:00 P.M. BUSES LOADED AND EVERYONE RETURNED TO THEIR HOTELS.



THIRD DAY SCHEDULE



Educational SEMINARS PROGRAM 8:00 A.M.

The use of over 100 different types of seminars will be discussed for the purpose of showing the advantages of their use in corrective measures and as leadership program.



LAW-RELATED EDUCATION PROGRAM 8:45 A.M.

The use of the Law-Related Education Program established in 1989 by the National Teen Courts of America And Teen Clubs of America, Inc. will be briefly discussed - in terms of needing Law-Related Education Programs. The obvious need of law related education programs has been estalbished by different organizations such as by the National Training and Dissemination Program (now named Youth For Justice) of the Office of the Juvenile Justice and Delinquency Prevention of the United States Department of Justice along will other programs. The emphasis will be on our program and the importance of having law related education programs. Individuals wishing extensive information on the law related education program of the Justice Department should contact them directly.



JOB-RELATED EDUCATION PROGRAM 9:40 A.M.

The importance of using the Job-Related Education Program established in 1989 by the National Teen Courts of America And Teen Clubs of America, Inc. to prevent and reduce youth related crime and as a leadership program.



DISTRICT TEEN COURTS VS INDEPENDENT TEEN COURTS 10:05 A.M.

The concept of standardization and uniform procedures followed by District Teen Courts of the National Teen Courts of America And Teen Clubs of America, Inc. as established in 1989.



NETWORKING, DISTRICT TEEN COURT COMPETITION AND MORE 10:48 a.m.

The importance of networking within the National Teen Courts of America And Teen Clubs of America, Inc. will be explained. The use of District Teen Court and Related Competition will be explained. State and National Teen Court competition rules and applications will be discussed as established in 1989. National and State Teen Court Bar Exams and membership will be explained as established in 1989.



NATIONAL TEEN COURT SCHOLARSHIPS 11:30 A.M.

The selection of National Teen Courts of America And Teen Clubs of America, Inc. scholarships, and other scholarships will be discussed.

12:00 adjournment



12:30P.M. AWARDS

Various dignitaries and individuals will be recognized along with the news media. Awards will be presented to various winners.



3:00 Adjournment for the day



FOURTH DAY SCHEDULE



F.E.R.P.A., OTHER LAWS, PROGRAM LIABILITIES 8:00 A.M.

The Family Educational Rights and Privacy Act and other state and federal laws will be discussed. Including state criminal laws, family code, and federal laws. The issue of liability will also be discussed, explained and clarified.



PROFESSIONAL ETHICS 8:45

Professional Ethics will be discussed in relation to all parties involved in Teen Court Programs.

VOLUNTEERS AND SOURCES, VOLUNTEER HANDBOOKS AND GUIDELINES 9:45

The use and sources of adult and teenage volunteers will be discussed and the advantages of using them. The handbook and guidelines for volunteers are a necessity and the advantages of using them under the National Teen Courts of America And Teen Clubs of America, Inc. are discussed.



DISTRICT TEEN COURT PROGRAMS VS OTHER TRUANCY PROGRAMS 10:05 A.M.

The advantages of using District Teen Court Programs over other truancy programs is discussed and explained.

AWARDS, RECOGNITION, DISCUSSION AND SPECIAL AWARDS GIVEN. 10:05 A.M.

The use and awarding of awards, recognition and more will be discussed. Special Awards Given

11:15 ADJOURNMENT



NOTE 1: This is a fast paced conference with absolutely no time to take notes, but don't worry, conference material is quite extensive, so that you can spend your time learning and not writing. Therefore, we respectfully ask that writing material not be brought into the conference area and we ask that you leave it in your hotel room. You may, of course, bring in a tape recorder, if you wish. We really do want your undivided attention and feel that if you are writing something down, you may miss listening to important information.



NOTE 2: Due to the nature of information that will be disclosed, discussed and explained, teenagers will not be allowed during this conference. This is a "For Your Eyes and Ears Only" Conference that will provide you with information that is not to be disclosed to teenagers. The conference is designed to teach individuals and programs the proper way to operate teen court programs and how to avoid various possible liability situations, embarrassments, and more.



NOTE #: Make no mistake about it. Participants will learn more in this four (4) day conference than they will from observing fifty different teen courts that need the guidance and direction available through the National Teen Courts of America.
