Yes, it seems mind boggling! Yes, you may be confused, but please take the time to seriously consider putting a youth run Camporee in your district or council. We have done it. The program at this website gives you all the information needed to get yours up and running.
After the 1st youth run camporee, the rest will be easier to do. By the time the 3rd camporee one comes around, everything will be a piece of cake, providing you follow the material at this website.
I included a link to the BSA Camporee Guide above. When you go to that website you will note that most of the roles describe adult leadership positions. While the material is a good resource base, for your purposes, we prefer to have youth in leadership roles. We also do not use all of the leadership functions as per the BSA guideline. We trimmed the management of the Camporee to a small manageable size of adults. This made this less complicated for us. At your location, those details will have to be worked out.
