This guide is most generally written for the typical raid attendee. The purpose is to give you all the info you need to participate and contribute to a successful and cohesive raid and to let you know what to expect. The raid can most generally be broken into the following stages:

A) NINJALOOTERS BEWARE! Ninja looting is a bannable offense. Do not think that you can get away with it. I assign group leaders I can trust and it is their job to get on the corpse first, and these folks quickly inform me of what the drops are. When one comes up missing by the time I'm able to get on the corpse, it is known that there has been a ninja-looter and a petition is immediately put in.
What can the GM's do? GM's have access to all information as to transactions with loot, including who looted what, and even whether it got traded later to another character. They can and will find your character, and logging off will not protect you either. Logging to an alt will not protect you. GM's will know the station name and character names of all involved. They will remove the item from the offending character and return it to the raid for awarding to the rightful winner by me. This includes nodrop items, which will be given as awarded by the raid leadership.
And the consequences for the player caught ninja-looting are severe. As I stated before, it is a bannable offense, and as I'm sure anyone can see, it is not something you will get away with. It has happenned once before on one of my raids, and the server lead GM was very good in recovering the stolen item.
The GM will often ask for suspects, and there are a number of things that can make me suspicious so please don't do them. These are things such as appearing as if you are looting the corpse, or even being on the corpse without permission. I am suspicious of latecomers, exception being those I knew ahead of time they would be late. Anyone that drops group is suspicious. I thank anyone in advance for informing me of any suspicious activity as well.
Thank you for your time, and thank you to the vast majority of those who have attended my raids for being honest.
B) Points and rolls
First I have to cover exactly how I handle rolls. I will group everyone that's present, even late-comers as much as I can. I write down the groups on paper, along with each members class. I circle the group leader (who should be the only one who loots, and then only to hold the corpse safely until I am able to loot) and I parenthesize those under level 45.
What this means is I know whether or not you were on the charge. If you had to leave soon as the charge is over I still count you on the rolls, if you just wandered into the lair as buffs were finished I know better than to count you on the rolls. I don't like having to deal with 50 people typing /random 100, and the associated difficulties such as finding the highest roll, checking their eligibility, dealing with misrolls or people who were out of range for me to see their roll.
So what I do is I make a list, announce it in shout, I assign everyone a number, I wait for any corrections. The numbers are assigned arbitrarily, although basicly I go from group 1 down to whatever the last group is. Corrections are added to the highest numbers. Once everything is settled, I do one /random after everything is settled with assigning the numbers, whatever person has the number that I roll is the person that wins the item.
Sometimes there are multiple items that can use the same list, in which case I won't generate a new list of numbers, but instead say that I will roll for the first item, and the second item I will use the same list but reroll if I happen to roll the same person. Example: Once 2 rez sticks dropped, and I happenned to roll the same number.. 4 times even! Eventually, I rolled a different number and was able to give 1 rez stick each to 2 different people.
I won't award 2 items to someone on the same raid unless somehow they happen to be the only person present that can use the items. (example, albeit absurd, a Vox raid with 60 warriors and 1 wizard, eyepatch and ice comet drop, those 2 items go to the wizard.)
Where points come in I only use points for the best of the items dropping from these dragons. Originally, epic drops were part of this, but since I want to keep the duration over which I run these raids finite, I have a list of who will get the epic items.. Once the list has been cycled through, or in the event nobody from the list is present, I will resume using points similar to how I use them on other items.
Only 3 items will use points, aside from epic items. These will be RBB, CoF and the Eyepatch from Vox. These are top end items highly sought after, and as such deserve special consideration. For these, in addition to the number assigned every one of the persons present eligible, I will assign additional numbers based on points for past attendance. This is to give improved odds that those with greater attendance may win. It does not however in any way exclude even the first time attendee from having a chance at these items.
Example to illustrate:
Bob, Barry, Bill, and Brak are present and eligible
for the Doorhinge of Instability. Bill and Brak were present previously. I
assign: Bob 1, Barry 2, Bill 3 and 5, Brak 4 and 6. The roll is /random 1 6.
Let's say the roll turns out as 5. Congrats Bill on his new Doorhinge of
Instability.
I will expect that anyone who wins an item will use it and if they are not interested they will request to be left out of the roll, but I can't keep track of who uses or sells what so I'll have to go honor system on that.. For future raids, anyone who has been awarded something on a previous raid I've run will not be eligible for rolling on that item again.
Also, winning one of these 3 items will reset your points. Exception- if you are of a class needing an epic drop (bard, warrior, paladin) I will retain full points to be saved only towards epic rolls, when those resume. This is the case for any item that will reduce your points (some items will give point deductions if won)
C) Levels and loot eligibility
I will be expecting raid attendance to primarily be level 45 and over. In some cases, level 40 is ok, namely bards and healers. I also sometimes allow people who ask nicely to join although they are under these level requirements, often because they are present with friends.
I only allow level 45 to 52 characters on the rolls for those items where points are used. I only give points to characters of level 40 and higher. I usually only allow characters of level 40 and higher to be eligible for loot.
As to characters of level 53 and up, only in some cases do I allow inclusion on loot eligibility. These are entirely on an individual basis, and must be cleared in advance with me, and when it is cleared, this is only done for the raid at hand, and does not imply that I've approved the same deal for future raids. Typically, this is done in cases where the character gives a key important contribution to the raid. Examples:
1) Key buffs (high level cleric or enchanter buffs.. Crap buffs would likely not work this kind of deal)
2) Clearing giants (not just participating, but actually leading or pulling.)
3) Significant past attendance, needing epic drops.
This one might be a little touchy.. I suggest anyone in this boat contact me to make sure we have an agreement and do so before Ice Giant clearing begins.. I need to handle this on an individual basis, but that said I'll say what my guiding principles are. Do not expect that just because I tell one person I'll work it such and so way for them that the same applies for you. This is ultimately at my discretion, and the closer we get to engaging Vox the less likely I'll have time to think about things other than the battle at hand.
First off, think of it this way: Having a shot at loot is an incentive for participation. If I don't need you, why would I encourage you to participate? (I hate to sound harsh, but that is the bottom line.) So, in basic principle that's why I reward 40+ characters with points and 45+ characters with being in the roll as a general rule, these are the people that can engage Vox.
If a 53+ character has an alt in the aprropriate range, I will also allow, if they pre-arrange, that the alt can pass on all items if they are after a particular item for their main, when their main is 53+.

I receive tells from members of these classes AND they will use it for

I hear of an item auctioned within a week that was won on one of my raids, that
person is ineligible for future rolls on any loot.
*Gold Plated Koshigatana: Bard, Enchanter, Magican, Necromancer, Ranger, Rogue, Shadow Knight, Warrior, Wizard.

E) Epic drops
I've made lists of who will get the epic drops and in what order. These lists are subject to change in order if the point balance should shift, otherwise I go top down and if you're up next, you need to be present to win. Once I get through all 4 of these lists, I plan to retire from Naggy/Vox raids. Considering the red scale list is the longest, that likely means that all other epic items will eventually open to roll again.

The rule below is outdated.. the lists above apply, but I will resume use of this rule for each list respectively once the list is exhausted or when nobody on the list still needing the item is present.
REVISION 7/18
Under the following circumstances, I will default epic drops
(or limit the roll further should more than one character meet these
criterea):
1) A character eligible for an epic drop is level 52
2) This
character was level 52 on the previous raid giving points (even if same day,
i.e. first attempt second attempt)
3) This character has 5 or more raid
points
4) There are not more eligible characters than the person has
points
5) The person has not already received the epic drop (okay, that's
redundant)
Also, anyone receiving a default in this manner will be excluded from any other rolls that day.
One more thing, I've kinda reached a decision on casters for the WDS. I will
begin including casters on rolls after 3 white dragon scales have dropped on my
raids. If a bard is eligible for defaulting at that time, though, I will make
the determination of whether their points is more than the people present based
on number of bards present (and eligible for roll) plus 1/5 the number of
casters present (and eligible for roll). If there are 2 scales that drop, the
determination will be based on the number of bards present only, and I will only
default 1 scale. If 3 should drop, then I'll just have kittens.. hehe Considering Naggy, this makes it a little more interesting.. Particularly in
the case of the Red scale, which is for both bard and warrior epic. If only 1
scale drops, I'd imagine there might be more warriors and bards together present
than any one character might have points.. In that case, the scale is still
rolled for. If two dropped, then that means one would go to a warrior one would
go to a bard. The warrior scale would still be for warriors, and if one was
eligible for default and there were not more WARRIORS only present than their
points they would be defaulted the scale. Similarly for bards, the bard scale
would be defaulted if all conditions were met.
I've tried my best to make this fair.. Having to maintain level 52
indefinitely is hard to do, and I hope everyone can agree that there are just
some folks who stand out who truly deserve awards of what are some of the
hardest stages of their epic. I don't think this revision takes away any
incentive because points are still being given and anyone can earn this status.
F) Haste items
NEW 7/30! REGARDING HASTE ITEMS
Since these are about the most sought after items that can drop, I'm going to amend the
policy specificly regarding haste items, the RBB and CoF. I will only allow one to be
had per character, previously it was possible that a character could win one and still be
eligible for the other
In order to accomodate those who might want one over the other, if you are interested in
CoF but have won RBB, send a tell, I'll allow you in the roll with the points spent on
your RBB added back in, conditional upon one thing: If you win a CoF when you are handed it
you must hand back the RBB. I will then roll on the RBB with the rest of the raid. This can work
the other way as well if you've won a CoF but would prefer RBB.
I also won't penalize someone who wins a haste item but trades for the other one. It will just
mean that they are not eligible for haste items in the future. Similarly, anyone who has won
both haste items under this rule will not be eligible for haste items, even by trade, on
future raids with me, so if you want to swap be sure it's really what ya want.
Hope that made sense, I thought through that one for a bit and hope everyone feels it's fair.
