The Dragons of Heaven (who are guided by by Hinoto and led by Kamui) fight against the Dragons of Earth to save mankind. Each Dragon of Heaven has magical or psychic powers. Their purpose is to protect the seven points of power in Tokyo, which protect the Earth from destruction. Since they have to protect the earth they each have the power to create kekkais (spirit shields).

Kamui Shiro

Kamui is a 16-year-old boy with strong powers. He lived with his mom, but when she died he came back to his childhood home of Tokyo. Kamui only wants to protect his childhood friends, Fuma and Fuma's younger sister, Kotori. At first accepting the burden of leading a group of warriors to protect mankind is something he is not interested in, but when he decides to protect the ones he loves, he chooses to be a dragon of heaven. Tragically, that turns his fated "twin star", Fuma, into his enemy, the leader of the dragons of Earth. Kamui moves forward in hopes of saving Fuma from the evil persona of "Kamui", the Dragon of Earth, that has taken him over. Kamui faces many trials, hardships, and losses on his journey to save Fuma and protect those he loves.

Sorata Arisugawa

Sorata was raised at the Koya Mountain Temple as a monk. He is a tough boy, but is also compassionate, kind, and fun-loving. When he meets the Dragons of Heaven in Tokyo he meets Arashi and falls in love at first sight. When Sorata was a child, his grandfather told him that he would give his life for a woman someday. Sorata has always dreamed that it would be a beautiful woman, and he decides that Arashi is the one. He constantly flirts with her and embarrasses her, but is sincere in his love for her. Sorata has the power to control lightening.

Arashi Kishu

Arashi is an orphan who was raised in a shrine. She has a fierce look about her and appears serious, but is actually just shy and lonely. The Dragons of Heaven are some of the first people she has the chance to get to know and open up to besdies the woman who raised her. She is confused by Sorata's feelings for her, but it soon becomes apparent that she cares for him too, and just doesn't know how to show it well. Arashi fights with a sword that is hidden inside her body and appears from her hand when she wills it to.

Karen Kasumi

Karen is a kind and confident woman. She works as an escort, despite a strong religious upbringing. She has the ability to manipulate fire, and when her mother saw this when Karen was a child, she accused her of being the devil. This traumatized Karen, but the priest of her church told Karen that her power was not from the devil, but a gift from God. As an adult, Karen still has strong faith, and lives alone, believing she has no one who will grieve for her if she dies.

Seiichiro Aoki

Seiichiro works as a editor and has a wife and young child. He is a polite and caring man. Seiichiro fights as a Dragon of Heaven with a strong will to protect those he loves. He gets to know Karen well and is concerned for her when she says that no one will grieve for her if she were to die, and tells her that he would. Seiichiro is a wind master, which means he can manipulate wind. He is also Saiki's uncle.

Yuzuriha Nekoi

Yuzuriha is a 14-year-old girl and the youngest of the Dragons of Heaven. She was raised by her grandmother and comes from a family who have spirit dogs that protect them. Yuzuriha grew up with her spirit dog Inuki and as a child was confused that no one could see him. Turns out only those with special powers can see Inuki and Yuzuriha was teased if she ever mentioned Inuki to anyone who couldn't see him. When Yuzuriha moves to Tokyo for the battle to come, the meets Kusanagi (neither of them knowing they are battling on opposing sides). When Kusanagi reaches down to pet Inuki, Yuzuriha is overcome with emotion, and falls in love with Kusanagi. Yuzuhira is a cheerful and excitable girl, and when in battle, calls Inuki forth to bring her a sword to fight with.

Subaru Sumeragi

Subaru is the thirteenth leader of the Sumeragi Clan, a family of psychics that have protected Japan for generations. Subaru grew up under the care of his grandmother and lived with his twin sister Hokuto. Years ago when Subaru was a young psychic, he was constantly with Hokuto and their best friend Seishiro Sakurazuka. Seishiro would always tell Subaru that he loved him, and Subaru ended up falling in love with him. One day Seishiro revealed to Subaru that he was the head of the Sakurazukamori, and clan of psychics that used their powers to assassinate people. Subaru had first met Seichiro as a child when he had come upon Seishiro finishing up an assassination job, and rather than Seishiro killing Subaru then and there, made a bet with him that if they could meet in the future and Subaru could get the cold hearted Seishiro to fall in love with him in one year, then he would spare his life, and if Subaru failed, he would take his life. Turns out in Subaru's time with Seishiro, he couldn't get him to fall in love with him, but in a strange turn of events, Hokuto offered up her own life to Seishiro to spare her beloved brother's life. Subaru lives with these scars and meets Seishiro again during the current battle for mankind and the Earth. Seishiro was the only person Subaru loved (besides his sister), but because of what Seishiro did to Hokuto, Subaru says he is out to kill Seishiro.

Hinoto

Hinoto is a dream seer and therefore has the power to create dreams, enter others dreams, and see the future. She is deaf, blind, mute, and she cannot walk. She communicates with people through their minds. She lives in the basement of the Diet Building and guides the Dragons of Heaven with her visions of the future. Hinoto is burdened with the knowledge of the future, but is not able to change it. She appears soft-spoken and serene, but is in a lot of pain and is quite miserable. Her only companions are her faithful servants _, _, and Saiki.

Toru Shiro

Toru was Kamui's mother. She held the sword meant for the Dragon of Heaven inside of her and killed herself giving it to Kamui.
