The Lifetime Achievement Award read by Geronimo Sta. Anna and handed to him by CCCI president Jun Muntuerto was conferred on Senate President Celing Fernan for his "extraordinary achievements and magnanimous leadership which touched the lives of many and brought international honors to our country." It was given by the Multisectoral Council composed of the Archdiocese of Cebu; Cebu Chamber of Commerce and Industry; Cebu Jaycees; JCI Senate; Rotary International District 8860; Rotary Club of Cebu-West; Rotary Club of Cebu Fuente; Rotary Club of Port Center; University of San Jose-Recoletos; Forward, Inc.; We Care Foundation; Philippine Foundation; Punla, Inc.; Cebu Academe; American Chamber of Commerce; Zonta Club of Cebu 1; Zonta Club of Cebu 2; Cebu Business Club; Mandaue Chamber of Commerce and Industry; Cebu Filipino-Chinese Chamber of Commerce; Cebu Arts Council; Salvador and Pilar Sala Foundation; Lions International District B01-B; Cebu Country Club; Casino Espaņol de Cebu; University of San Carlos; Free Lava; Cebu Newspaper Workers Foundation (Cenewof); Financial Executives-Cebu and Philippine Institute of Certified Public Accountants
Among those who paid tribute to the Senate president were Arleigh Sitoy of the Jaycees who cited Fernan's achievements in that organization including Operation Brotherhood and the holding of the Soap Box Derby; Lawyer Esperanza Valenzona of Free Lava where Fernan the first chairman of the Board of Trustees and espoused the empowerment of the weak, helpless and oppressed; Dr. Cesar Estallita of the Rotary International who focused on the man's service to his country; Beling Go Ching Hai of Forward who said that he always made women feel protected and that therefore they regarded him as their knight in shining armor; Dr. Pureza Oņate of Cenewof who cited Fernan's concern for newspaperworkers and Antonio Veloso of the We Care and Philippines Foundation whose talk came from the heart of a friend who truly knew Celing.
