My dear General Pershing:

The bearer of this letter is Dr. Walter D. Scott, whom I appointed August 15, 1917 as Director of The Committee on Classification of Personnel in the Army.  This Committee has been of the greatest service in enabling us to utilize our man-power to greatest effectiveness by conserving the special abilities of the officers and enlisted men. Its function was explained to you in June by Mr. R. C. Clothier, a member, whom I sent to France in the interest of this important work; at that time, I believe you requested him to co-operate with your officers in approaching the personnel problem of the A.E.F.

Please provide Dr. Scott every needed assistance in studying conditions in the A.E.F., bearing on the utilization of man-power and in establishing a closer co-ordination with the system in America.  The situation is such that this problem demands an even more thorough analysis from the viewpoint of the army as a whole, than has thus far been accorded it.
