Welcome to Detroit Rock City...

In 2012, Detroit was taken over by a group of supervillains, lead by Despero, who were intent on claiming a city for themselves. In a short time, they established themselves as the rulers of the city, and the local population was left in terror. The situation had quickly gone way out of hand, and the Justice League was sent in to put a stop to it.

Except, the Justice League failed.

When they entered the city, it was soon discovered that the super villain population was much larger then originally expected. Several new super villains, ones that the JLA had never even dealt with, or heard of, before, had taken residence in Detroit. To make matters worse, while alot of the population of Detroit did want to escape, many more people then expected were happy with the cities new government. Finally at times, it seemed that the city itself fought against the Justice League. Phantom Lady, Power Girl, Triumph, and Plastic Man all lost their lives during the strike on Detroit.

The JLA got out the people it could, but could not unseat the villains who kept control of Detroit. The President at the time shut the city down. A wall was set up around Detroit, guards keeping people from going in and out. It was totally confined.

Six months after the walls had gone up, before the Justice League, or any other heroes, could make a strong offensive to free the city, Detroit completely disappeared.

All that was left was the walls around the city, and the dirt where the buildings once stood. On rare occasions, those on guard have seen Detroit momentarily reappear, only to disappear again completely with in minutes. The reports say that Detroit has become larger, the buildings taller, with a twisted architecture to them. The buildings almost seemed to have a life of their own. These reappearances happen roughly once every six months, and only last for five minutes at best.

There are rumors among the criminal community, that Detroit is a paradise, but no one has been out of the city in almost seven years to tell anyone for sure. Still, the occasional criminal waits outside the walls of Detroit for the city, looking for the only way to escape prosecution for his or her crimes.

In 2020, the Outsiders, newly reformed, were chasing down Marionette, the daughter of Punch and Jewelee. She had stolen a device from a Star Labs that was just south of the city. She fled from the Outsiders into the wasteland that was once Detroit, and the Outsiders, not knowing much about what was happening there, gave chase. It was at this moment, Detroit reappeared, while the Outsider were in its Wasteland, four months earlier then its normal schedule. The heroes were trapped inside Detroit. They cannot contact the outside world. They have no friends or allies in the city besides their own teammates. Now they are now truly Outsiders.

To: The JLA.
From: Oracle

The following is a list of villains that have been positively identified as those who were part of the Despero’s team back. All of the following have not returned since Detroit disappeared. I don’t believe we need to concern ourselves further with any of these individuals. I do feel for those innocents that got left behind.

The Leaders: Despero, Metallo, and Dr Polaris apparently it was their plan to take over the city and create a safe have for supervillains. They are the ones who managed to co-ordinate the attacks against the JLA.

Toyman: His toys made up the bulk of the troops.

Doctor Destiny: I’m not absolutely sure of his presence or not in Detroit. There are rumors that he was there, but no one with 1st person evidence. However, he has since completely disappeared, so it is a possibility.

Two-Face

Plasma: He was the only member of the Brotherhood of Evil present.

Killer Frost

The Burning Man: He had fire powers, obvious by the name. He had only been active a year before the Detroit tragedy.

Major Force

Killer Croc

Blitz: New to us, apparently he was a speedster.

Mirror Master

Scarecrow: Oddly enough, he apparently exhibited actual powers when he was in Detroit. Claimed he was feeding off the fear.

Teardrop: Little is known about him. He only briefly made an appearance.

Copperhead

The Female Furies: Lasha, Stompa, and Mad Harriet. They fled Apocalypse after Danger Girl took over and came to earth instead.

Dread: Blood Feast, Gore, Sin, Psychopath, and Manslaughter. Dread was a relatively new villain team that specialized in terrorism.

Golden Dragon: One of the Hybrids from China. He actually fought with the Justice League, not against them. However, he got caught in Detroit when it disappeared.
