Nightcrawler pitched a group to Legion that would operate separate from the Quiet Council and use the House of L as an HQ, David described them as "mutant cops" but Nightcrawler claimed they would be a group that defends what unites them and he would call them "Legionaries." After recruiting and setting up his Legionaries with help from David, Kurt was contacted by Storm in her capacity as the Regent of Sol, to help Arakko's chief legal officer Ora Serrata the Witness deal with a fugitive hiding on Krakoa. After learning from Ora Serrata how laws work in Arakkii culture, particularly involving Gods, and witnessing a thunder god be executed by her after being deemed unworthy of worship, he was sent back to Krakoa along with one of Ora Serrata's agents Weaponless Zsen to track down the fugitive, a God of chaos.
