The Power Elite was a secret trust of influence brokers formed after Hydra's takeover of the United States in response to the political climate of the country. Acting under the belief that America had become weak and plagued by parasites, the Power Elite intended to strengthen the country to mark a new beginning. At some point, Mephisto helped the Power Elite where he created simulacrums that were programmed by the Power Elite to become the Squadron Supreme of America.
