After 30 or so albums, you'd think Bob Dylan would be able to spot a turkey among his own work. Down in The Groove came very close to not being released several times during the past year. After some revisions it's now here; it may or may not be Dylan's worst record, but it's fairly certain no one will ever mistake it for being among his best. Most of the album consists of cover songs, making its nearest stylistic counterpart Dylan's Self Portrait in the early `70s. But where that record at least showed a sense of humor, and acknowledged the irony of one of rock's great songwriters covering some fairly lightweight, banal tunes by others, Down in The Groove never lets on that it isn't serious-and that's because it is; there's almost no doubt that Dylan does think this is a good Dylan album. If there's any fun at all to be found here, it's in playing spot-the-names on the credit sheet: Paul Simonon of the Clash and Steve Jones of the Sex Pistols on one track; three Grateful Dead members on a tune (one of two) Dylan co-wrote with that band's lyricist, Robert Hunter; Eric Clapton and Ron Wood on one track; yet another includes Sly and Robbie, Mark Knopfler and Full Force. So how come this album is so damn dull? Well, Dylan. The guy just does not seem interested, his monotone even more detached than usual, his arrangements of his chosen songs almost completely uninspired. And to think that it took both Dylan and the Dead's Hunter to come up with a song called "Ugliest Girl In The World," whose lyrics are as insipid as the title indicates, only further boggles the mind. Dylan has had a long history of sinking low and pulling back out again, It's been a long time since he's made a great album, though, and this is the nadir. He's gonna have to climb real high to get out from under this groove. Down in the dumps is more like it.

For the last year or so we've been hearing scuttlebutt about how bad this Dylan album was going to be, how cuts had been redone, remixed and scrapped-so it's an extra-strong surprise that it's so enjoyable. By mixing select classic covers with a handful of originals, Dylan has kept the attitude loose and the feelings honest; he seems to be enjoying himself more here than on his most recent albums. He's also drafted a formidable list of special guests, including various Grateful Dead members (they toured together last year), Eric Clapton, Paul Simon, Steve Jones, Ron Wood, Mark Knopfler, Full Force and many more. What this album lacks in social relevance it makes up for in emotional resonance; so even if "Ugliest Girl In The World" is the silliest track Dylan's ever put on vinyl, it's offset by the depth of insecurity his brilliant vocals portray in "Ninety Miles An Hour (Down A Dead End Street)." Best for radio are "Silvio" and "Had A Dream About You, Baby," but don't overlook the covers of "Let's Stick Together" and "Sally Sue Brown," and the original "Death Is Not The End." And catch the master on tour this summer with the Alarm.

No two songs on DOWN IN THE GROOVE come from the same session, the tone fluctuates from raucous to pensive to somber in a heartbeat, and former punks and hair-metal stalwarts contribute as much to these recordings as Eric Clapton and members of the Grateful Dead. Yet Dylan held something in his sights, pitting covers of smoking R&B standards against original dirges, traditional folk songs against new proclamations that felt timeless.
Best of all were the two collaborations with Dead lyricist Robert Hunter. "Ugliest Girl in the World" is a bit of rocked-up whimsy. And "Silvio" has become the '80s song Dylan has most taken to heart, performing it nightly well into the '90s. In its form (a typical proto-Dead roots boogie), and its content (rumination on the honesty and integrity of longtime storytellers), it reflects back on the song's authors. It is an anthem in defense of a bard, written at a time when the populace assumed this bard had lost his powers. But DOWN IN THE GROOVE assured that even a staggering Dylan could pull magic out of his sleeve almost at will.

"Bob came into London, looking to get a band together. He seemed to be flying pretty blind. He knew he had to get some music for his film and it was so early on in the stage of the game that he did not know what he wanted to sound like - what the part entailed in the film.
He called me to help out and I got involved but was actually pretty tightly scheduled to do other things as well, so I could only do two or three days and then I had to move on. Basically I just played rhythm parts and a little bit of lead. I would have liked to get more involved, but at the time I was really busy, and couldn't commit myself to more than that."
