n. Insufficiency of amount or supply; shortage: a scarcity of food that was caused by drought.

Scarcity is the fact that there is not enough of any given thing with value for everything. There is a set amount of goods, time, and money that one has and can use. One example is if you only have $5, you cannot buy anything and everything. There is a scarcity of money.
