Don't really know about students from other countries, but students from Vietnam are usually poor (I assume). They usually can't afford just a portion of all the costs. Therefore, financial aids are important criterion in search processes. Hopefully everyone knows what to do, but some of them just don't have a clue where to start (just read the emails).
