on Tobacco: At What Cost? The book contains Prof. Deepak Lal’s
review of the recent World Bank report on tobacco epidemic. The second
essay is by Roger Scruton, a British philosopher, who looks at the nature
of the World Health Organisation’s attempt to outlaw tobacco.
