Five of the worst criminals in the galaxy were paroled to help the Legion of Super-Heroes battle the mysterious Sun-Eater.
After the success of the mission the criminals were pardoned for their contribution, but they rejected the offer instead opting to conquer the worlds they had saved as the Fatal Five.
