With the Green Lantern Corps restarted with the return of Hal Jordan, Sinestro has decided to found the Sinestro Corps, offering yellow power rings and a role in the Corps to the most feared and savage warriors of the universe. Sinestro's plan finally took shape. Enslaving all the Qwardian Weaponeers, surveilled by Arkillo, a large and muscular vicious alien with the same role of Drill Sergeant, he forced them to build continuously new yellow rings, programmed to breach the barrier between anti-matter and matter universe, find and recruit new warriors.
All Qwardians now sports slave collars, put on them by Sinestro himself to assure their loyalty, and the planet has now a huge yellow "Central Battery", like the Oan one.
Sinestro has been actively recruiting members for the "Sinestro Corps", and specifically looking for those who can "instill great fear." Members of said Sinestro Corps are almost immediately taken to "...be subjected to psychological and physical reconditioning." As the "Sinestro Corps" has grown in members it has become apparent that they also work in sectors much like the Green Lantern Corps.
Recently, the Sinestro Corps attempted to recruit Batman, known even to some alien races for his great formidability and ability of instilling great fear in others. However, Batman's willpower combined with his previous brief exposure to the Green Lantern Ring allowed him to refuse the invitation, and reject the yellow ring before it took him to be properly trained and molded into one of Sinestro's warriors. The yellow ring then sought a replacement and selected Amon Sur, the disgruntled son of Abin Sur, who was on Earth and attempting to steal Hal Jordan's ring.
