If all of that is hooked up correctly, adjust your barrel adjusters so that your brake pads are only 2 milimeters from touching the rim. Now here is a great secret, spray some belt dressing on a paper towell and wipe that on your rims, let that dry. Now after a couple of taps of the brake to unslick the dressing your brakes should work well, or coca cola will do. If your brakes do a lot of squeeling then toe your brakes in. The front of your brake pads should always touch the rim first, if not then they may squeal and not work well, take your cresent wrench and carefully bend the brake arms until they are slightly front of the pad first, if all this is done, and your brakes still dont work, then either ask your bike shop to help or fix it or to buy a new set of brakes. Now go test those brakes out.
