Definitions:
SCO: Safety Check Officer. This person inspects each model before the rocketeer places it on the pad. Things to look for include damaged parts (cracked fins, heavily crimped body tubes), a proper recovery system, and a NAR certified motor.
RSO: Range Safety Officer. This person has overall responsibility for safe operation of the entire range. This person also handles any situations that may come up during safety checks. This person has final say on safety issues and may occasionally have to make difficult decisions (and stick by them.)
Portions of the above definitions were taken from the Handbook of Model Rocketry, 6th edition, by G. Harry Stine (ISBN 0-471-59361-3).
