UEFA NATIONS LEAGUE
The League Structure
There will be four levels of leagues and each league will have four separate groups
The leagues are called League A, League B, League C, and League D. League A is the highest league and League D is the lowest league.
Four group winners of League A will play for the 2018 UEFA Nations League title.
Four group winners of League B, C, and D will get promoted to the next higher league and four worst nations in groups of League A, B, and C will get relegated to the next lower league.
The groups are designed for three nations, that would make 12 nations a league and 48 nations for all league. However, UEFA has 55 members and 7 nations are added to the groups of D and C as the fourth nations.
League A will have 4 groups with 3 nations each - 12 nations.
League B will also have 4 groups with 3 nations - 12 nations.
League C will have one group with 3 nations and 3 groups with 4 nations - 15 nations.
League D will have 4 groups with 4 nations each - 16 nations.
The Assignment of the Nations to the Leagues and Groups:
UEFA national Team Coefficient table is used to assign the nations to the groups. The table used for the placement is after 2018 World Cup qualifiers and before the conference play-offs.
The actual draw will be held on 24/01/2018.
The pots for the draw is announced officially on 07/12/2017.
League A
Pot 1 - Germany, Portugal, Belgium, Spain
Pot 2 - France, England, Switzerland, Italy
Pot 3 - Poland, Iceland, Croatia, Netherlands
League B
Pot 1 - Austria, Wales, Russia, Slovakya
Pot 2 - Sweden, Ukraine, Ireland, Bosnia and Herzegovina
Pot 3 - Northern Ireland, Denmark, Czechia, Turkey
League C
Pot 1 - Hungary, Romanis, Scotland, Slovenia
Pot 2 - Greece, Serbia, Albania, Norway
Pot 3 - Montenegro, Israel, Bulgaria, Finland
Pot 4 - Cyprus, Estonia, Lithuania
League D
Pot 1 - Azerbaijan, Macedonia, Belarus, Georgia
Pot 2 - Armenia, Latvia, Faroe Islands, Luxembourg
Pot 3 - Kazakhstan, Moldava, Liechtenstein, Malta
Pot 4 - Andorra, Kosova, San Marino, Gibraltar
Armenia and Azerbaijan pair and Russia and Ukraine pair can not be drawn into same group because political reasons
Maximum two of Norway, Finland, Estonia, Lithuania can be drawn into the same group because of Cilmatic conditions
Max one of the following pairing can be drawn into same groups - Andorra - Kazakhstan, Faroe Islands - Kazakhstan, Gibraltar - Kazakhstan, Gibraltar - Azerbaijan
Tie-breakers for the group rankings
1 - Higher number of points obtained in the matches played among the teams in question
2 - Superior goal difference in matches played among the teams in question
3 - Higher number of goals scored in the matches played among the teams in question
4 - Higher number of goals scored away from home in the matches played among the teams in question
If, after having applied criteria 1 to 4, teams still have an equal ranking, criteria 1 to 4 are reapplied exclusively to the matches between the teams in question to determine their final rankings. If this procedure does not lead to a decision, criteria 5 to 11 apply
5 - Superior goal difference in all group matches
6 - Higher number of goals scored in all group matches
7 - Higher number of away goals scored in all group matches
8 - Higher number of wins in all group matches
9 - Higher number of away wins in all group matches
10 - Fair play conduct in all group matches (1 point for a single yellow card, 3 points for a red card as a consequence of two yellow cards, 3 points for a direct red card, 4 points for a yellow card followed by a direct red card)
11 - Position in the UEFA national team coefficient ranking system

Criteria for league rankings:
1 - Position in the group
2 - Higher number of points
3 - Superior goal difference
4 - Higher number of goals scored
5 - Higher number of goals scored away from home
6 - Higher number of wins
7 - Higher number of wins away from home
8 - Fair play conduct in all group matches (1 point for a single yellow card, 3 points for a red card as a consequence of two yellow cards, 3 points for a direct red card, 4 points for a yellow card followed by a direct red card)
9 - Position in the UEFA national team coefficient ranking system
The ranking for League C made different because of the different sized groups in the league:
1 - All results will be taken into account to rank the fouth placed nations
2 - The results of the fourth placed nations are omitted to rank the first, second, and third nations
