Proposals for Amendment of the Referendum Act
 

- to reduce the necessary number of voters for initiating local referendum from 1/4 to 1/10 of the total voters' number;

- in cases the initiative is taken by the necessary voters number - to drop the rule that the Municipal Council may cancel conducting the referendum;

- to drop the rule that municipal mayors can sustain the decisions taken by the General Assembly of the Population and to enter them for debate in the Municipal Council in case "it is contradictory to the interets of the municipality";

- to drop the power of the Municipal Council to cancel decisions of the General Assembly of the Population;

- to reduce from 100 to 10 the number of necessary voters for Initiative Committee registration;

- to increarse the term for collecting signatures from 1 to 3 months;

- to require signatures of 1/10, not 1/4 of the total voters number.
