Stir the sugar and water in a stainless or porcelain pan. Split bean into two long pieces, then cut into one-inch lengths. Add bean and instant coffee to the sugar and water mixture. Simmer on LOW heat for thirty minutes. Allow to cool completely. Add cooled mixture to the vodka. Strain the mixture, pour into a bottle. Cap tightly and allow to stand in a cool, dark place for 30 days before use.
