Peach and Jeff's favorite vegan dessert!
Heat oven to 350 degrees. Grease 15 x 10 x 1" baking pan. In large bowl, combine first five ingredients; mix well. Cut in butter until crumbly. Press evenly in greased pan. Bake at 350 degrees for 8 - 14 minutes till golden brown. Sprinkle peanuts and chocolate chips over warm base. In small bowl, combine topping and flour; blend well. Drizzle over peanuts and chocolate chips. Return to oven and bake an additional 12 - 18 minutes or until topping is set and golden brown. Cool completely. Cut into bars.
