Arrival and Departure

 

Arrival

 

No unit will be authorised on the campgrounds prior to 4PM, on Friday May 18, 2001. This decision was made  to help the Camporee personnel to finalise camporee installations and also that units from outside regions are not at a disadvantage for constructions.

 

Upon arrival, the leader of a unit must present the registration with the last forms in order to complete registration. At that moment, the welcoming committee will give an official receipt along with all pertinent official documentation. Only a member of the security team can give right of passage to any vehicle. All vehicles which must be kept near the camp site during the week-end will be given proper identification for the vehicle and will be asked to park in a predetermined area.

 

As we have already mentioned, automobile circulation with be forbidden on the site during the week-end. However, it will be permitted, but limited, on Friday night. Parking will be located near the entrance of the site. Trucks and buses will be allowed to unload near their campsite, but these units must foresee to leave the area as fast as possible  in order to avoid any traffic jams.

 

 

Departure

 

The departure will be on Monday May 21, 2000 after 4PM. No buses, trucks or cars will be admitted on the site before this time.

 

To be authorised to leave the site, you must get your exit visa signed by a member of the Cougar Camporee team. You must leave no trace of your passage on the site. Garbage and your wood surplus must have be deposited in predetermined sites for this effect.

 

Your principal constructions can be taken down in the morning by the troop leaders available. We suggest that you ask your boys to prepare their own material for departure in the morning.

 

Constructions

Cutting of trees is strictly forbidden on the site of Camporee. So you must have already taken the necessary measures to get the materials for the constructions, and for its’ transportation. You will be permitted to make holes in the ground and make small trenches.

 

The M.E.C.S (Minimum Explorer Camping Standards) will be in effect during the Camporee. Space being limited, the number of tents and sun-shades will be restricted. The number of tents permitted will be: (1) per Patrol, (1) for Troop Leaders, and (1) for equipment.

 

Only one kitchen installation will be permitted per unit. Also, it will be impossible to take any rocks or soil for the constructions on the campsite, you must therefore see to it that you have all the necessary materials required to the construction of  an elevated stove before coming to the Camporee. The Cougar team will see to it that a sufficient amount of firewood located near each Sub-Camp for your meals and campfires.

 

Sanitary facilities will be found in different areas of the site. Drinkable water will be available starting from a central point of distribution. We expect that each unit on  their site has its own Used-Water Hole. This is an obligation for a very evident need for hygiene. Garbage will be  deposited in a container placed for this purpose by the Camporee team.

 

A supplementary construction period  has been included in the schedule on Saturday morning, along with the one on Friday night, in order to not favour units from far away regions. See to it that the constructions to be made are simple yet efficient. Originality is a must.

 

Any large-scale construction (tower, portal entrance, etc.) must be have been approved prior to the Camporee by the person in charge of security or of logistics. Your plans must have been received prior to the beginning of the Camporee for these type of constructions.

 

Camp Attestations

One of the 2001 Couguar Camporee goals is to promote the rules of security and the respect of the environment. It is in this spirit that we ask you to prepare secure installations for you, the boys of your unit and any other participating member of the Camporee.

 

During Saturday, a security team will visit your site along with the Sub-Camp Leader. This visit is a proactive measure(prevention) during which some recommendations may be formulated to you. Whether the requests are to change the location of a hole, redo a construction fully or partially, or to place tools in a secure areas, the sole objective is to minimise the risks of accidents.

 

Following the visit and the slight modifications effected, an attestation will be awarded. This attestation is necessary in order to compete for the honour of receiving the Constructions pennant. We ask for your understanding and participation.

 

Fraternity during the Camporee

 

We have seen it in the introduction, that one of the goals of  Cougar Camporee 2001 is to favour a real scouting fraternity.  This will principally apply itself in two main aspects.

 

First of all, we will find for the duration of one week-end, many explorer units from different associations in Quebec and from Ontario and maybe even others from abroad. The Camporee is therefore an event, a unique occasion, to gather, to see one another again, to meet and to learn to know one another. Simply, an event that will permit us to strengthen our ties.

 

The innovations of Cougar Camporee 2001 are not only made on the participation front, there are also some changes to the organisation of such an event. This event will be jointly organised by two associations of traditional scouting: l’Association Québecoise des Aventuriers de Brownsea and l’Association des Éclaireurs Baden-Powell. First the first time we will also have the chance to participate in a traditional Camporee with anglophone Troops making this event an even more unique and memorable gathering.

 

General Guidelines

 

First-Aid, Security and Service

The security team members are responsible of making sure every follows the guidelines. You owe them respect as they represent the authority of the Camporee Leaders.

 

First-Aid

 

On the Camporee site, a 24 hour nursing service will be available. A large number of the security team will have proper and recognised first-aid training. All severe cases of illness or accidents must be signalled to the security, first-aid or service teams. The person in charge of the first-aid team will decide if someone is in need of transportation to a nearby hospital. If this situation were to arise, the unit leader will be immediately advised.

 

Medical File

 

Do not forget to fill in all medical files that accompany this guide. These must be given upon arrival to the person in charge of inscriptions. The information found in the documents will stay confidential and will be used only for medical or prevention purposes.

 

Extinguisher

 

Each unit must have an ABC extinguisher in perfect working condition.

 

Punctuality

 

Punctuality is essential for all the activities. If your boys arrive late for an activity block, they will miss the instructions. No repeating of instructions will be done for any Patrol or Troop. This same principal will apply to night meetings for troop leaders. People which arrive late must rely on the other leaders present for any missing information.

 

Meals

 

You will have between 75 and 90 minutes for your meals. Meal must be balanced, nourishing and simple to prepare. Frozen pre-cooked meals is one method you have to accelerate the meal preparation. Do not forget to start your stove fires beforehand by a member of your leaders which is available. Troop leaders must see to the preparation of meal.

 

Food Preservation

 

There will be no electricity on the camp sites and no refrigerator will be available. Each unit will be responsible of getting their own supplies in ice if that is necessary. The camporee personnel will indicate the closest place where they sell ice.

 

Wood

 

You must bring your own wood for your camp constructions. We will supply all troops with firewood for their meals.

 

Water

 

There will be only one central point of distribution for water. You must foresee to have sufficient amount of containers for transportation to avoid to present yourself too often at the distribution site.

 

Clothing

 

Regulatory uniforms will be obligatory for all ceremonies,  Mass and colours hoisting. During the activities,  plain clothing is necessary. A Camporee is an event of national exposure and of great visibility and must be properly identified as scouts and not soldiers. Therefore combat/ military clothing is prohibited We recognise the practical side of this type of clothing so we ask our units to use their imagination to find some other alternatives. We encourage participating units to wear unit, group, or association colours. We strongly recommend that each participant have a pair of hiking shoes, a pair of work gloves and a mechanics overcoat for all activities.

 

Rain

 

The activities will take place under sunshine or rain. Make sure that your boys have a raincoat and a pair of water boots easily within reach at the Camporee. The Couguar team will be the only judges if events are to be cancelled or not.

 

Gymnastics and Personal Hygiene 

 

This time is to left for unit leaders to perform these activities as they see fit.

 

Curfew

 

A curfew has been fixed for the duration of the  Camporee in order to have a minimum of 8 hours for each of our participants. All leaders and patrollers are obliged to respect the curfews. The security team is responsible of making sure that the curfew is respected by all.

 

Taking down installations

 

During the last activity block, all are obliged to participate in taking down all the equipment used for the activities. Non participation will make units lose all points in the evaluation system for this event.

 

Arrival-Departure

 

No vehicle will be admitted before 16 h 00 on Friday and before 16 h 00 on Monday.

Forbidden

 

-         Radio, video games, cigarettes, candy, machetes, knifes with a blade longer than 4 inches.

 

You must make it such that you can find and identify your personal effects. Inscribe your name or make a distinctive mark. You must place everything in your bag in order to be able to find everything later. One must be capable of carrying, alone, all of your personal effect on a good distance.

 

Warning

 

The Camporee organisers is not responsible for lost, stolen, or damaged objects.

Each Patrol must not forget their patrol Pennant.

This list is recommended, but it is not complete. You only leave for four days so keep this list to a minimum.

 

Appendix C: Rules

 

1-     The Scout Law is the law of our Camporee.

 

2-     Camp limits must be respected.

 

3-     Silence and rest are obligatory during curfew.

 

4-     All exits from the campsite must be registered by the person in charge of security at the gate.

 

5-     The only authorised fires are:  - Stove fires for food

- Those accepted by the Camporee Chief

 

6-     No vehicles will be permitted on Camporee site, except for those vehicles used to First-Aid and Logistics.

 

7-     Each troop quarters is their own. No one can enter without getting permission from a member of the unit.

 

8-     Service calls must be respected at all times.

 

9-     Any derogation from  the rules of the Camporee will result in the loss of evaluation points by the troop at fault and can go as far as disqualification of this troop.
