PRELIMINARY INFORMATION RECEIVED FROM THE TEXAS DEPARTMENT OF PUBLIC
SAFETY REVEALED THAT VEHICLE 1 (PV2 COGGAN, 01 SILVER MITSUBISHI, TX
LP L77VTC), WHILE TRAVELING WEST ON THE ENTRANCE RAMP OF HIGHWAY 190
FROM THE BELL TOWER BRIDGE, FAILED TO CONTROL THE FORWARD MOTION OF
THE VEHICLE AND, FOR UNKNOWN REASONS, EXITED THE SOUTH SIDE OF THE
ENTRANCE RAMP. VEHICLE 1 CONTINUED TO TRAVEL DOWN AND ENTERED THE
WESTBOUND LANES OF HIGHWAY 190. VEHICLE 1 THEN TRAVELED ACROSS BOTH
LANES OF TRAVEL AND EXITED THE SOUTH SIDE OF THE ROADWAY. VEHICLE 1
BEGAN AN UNCONTROLLED BROAD-SIDE SKID, CAUGHT TRACTION AND ROLLED
APPROXIMATELY FOUR AND A HALF (4 1/2) REVOLUTIONS BEFORE COMING TO A FINAL
REST ON THE HOOD, FACING EAST WITHIN THE MEDIAN. PV2 COGGAN WAS
PRONOUNCED DEAD AT THE SCENE AT 2045 HRS BY JUSTICE OF THE PEACE
PRICE. SPC DUPUY WAS TRANSPORTED BY AMBULANCE TO DARNELL ARMY
COMMUNITY HOSPITAL WHERE HE WAS TREATED FOR CONTUSIONS AND ABRASIONS BY
DR (CPT) BAKER THEN RELEASED. THERE WAS NO EVIDENCE OF ALCOHOL
INVOLVEMENT AND BOTH WERE UTILIZING SEATBELTS.
INVESTIGATION CONTINUES BY THE TEXAS DEPARTMENT OF PUBLIC SAFETY AND
CID.
