http://www.relisoft.com : maintains a really good forum on C/C++, windows programming and other stuffs; a really good site to browse as well

http://gametutorials.com : maintains multiple forums for discussion on various topics; also includes tutorials for game and graphics programming; a cool site to look around

Tutorials:

http://www.actionscripts.org: It is a very good site for learning actionscripts for flash. I recommend it is a must for who works on Flash.

There are lot of sites providing tutorials on various topics. Some are really good and some are ok. You could search on the net for them because I myself don't know which site is good!!!
