Emissaries are the servants of the Dominion. They were supported by Orlians because Orlians were under control of a founder. Emissaries had their own ship designs, they also used Dominion's ships. Emissaries were one of Dominion's servants, it's not sure how they were created or is there any other servants. There hasn't been much info about the Emissaries. The members of this "race" look quite strange. It's also quite sure that the computer virus that was in the Peace Station, Protector Station 25 and in Earth, was created by dominion and Emissaries.
