The Demons
Angel as the demon Angellus was a vicious creature. He loved the kill, it was a work of art to him. He would arrange the bodies of his victims so that their loved ones could find them. He also enjoyed tormenting his prey. He drove Drusilla to insanity with his mental warfare. He left pictures and little tokens of his "affections" behind for Buffy and her friends. He killed Jenny Calander, Giles' girlfriend, took the time to set up a romantic display of roses, soft music, and wine, and left her body in Giles' bed for him to find. (Note... when Spike heard the story of this he remarked to Angellus "You were suppose to kill the bitch, not leave gag gifts in a friend's bed." Now if Spike considers this over the top...)

Spike, pre-chip, liked to torture his victims with railroad spikes before he killed them. He also liked a good brawl... all fists and fangs, but mostly what he loved was Drusilla. He would do anything for her, even give up his chance of killing the slayer to protect her. Even as a demon, William's one weakness was love. "I may be love's bitch, but atleast I'm man enough to admit it."

Other note worthy mentions:
In "Surprise" the Judge comments that Spike and Dru stink of humanity, they share feelings and jealousy. The thing that saves them is that they are the ones who assembled him.
Later in "Innocence" the Judge will note that Angellus has no humanity in him.
In "Bewitched, Bothered, and Bewildered" Spike gives Dru a necklace for Valentine's Day while Angellus gives her the heart of a shop girl.
In "Graduation Day, Part 2", though not talking about either of these two, Faith tells Buffy that human weakness never goes away. Applied to Angel and Spike, Angel's human weakness seemed to be excess, while Spike's was love.
Plus, there's the fact that Spike went looking for a soul of his own free will, for Buffy. Angelus, when he was around, killed Jenny to keep from becoming Angel again. Both Angel's soul and Spike's chip were things that were done to them. They had no control over it. Spike going to get a soul, and enduring trials to earn it was entirely his choice.
As a demon... I would say that Spike is the lessor of two evils.
