This Duro-Test 750 watt self ballasted mercury vapor lamp is called a semi-reflector because it has internal phosphor coating on the neck, and no aluminumized reflective material. Although it has a frosted face which allows a lot of downlight, the phosphored neck also allows a lot of uplight, so a fixture is still required to control the light from straying too broad. While this lamp is fairly recent, its design has roots dating back to the 1950s, including the ballast filament design (two C-8s in series).
