When the current state highway numbering system was first posted in January 1964, SR 540 started on the Lummi Indian Reservation and headed east to Jct I-5 a few miles south of Ferndale. SR 540 was dropped from the state highway system in 1984.
Before 1964, SR 540 had been SSH 1Z.
