These are the steps for the latter:
Step One: Materials - Consider the materials for which your city or kingdom will be built from. Go to the Trading Post, and if you've not an account create one, and purchase the Materials and Property at your own disgression. Use only the building materials in The Trading Post.
The formula to determine the price of your city as a whole is:
Material(s) price(s) x Price of Property x How much property it covers (Sq. Miles)
Second Step: Structure Points - Structure points are the statistical numbers that measure the strength of your city. However much attacking your city can withstand is revealed in your structure points. Every building material has a Structure Point Value (if you use more than one building material, add their value together).
The formula for figuring out the total structure points your city has is -
Material's Structure Points x Total Amount of Sq. Miles City Covers
Fame determines your city's population, which determines the amount of people you can draft for war or tax, The Red Tide Staff will determine your "Fame" based on the environment your city is in.

City Size x Fame x 50 (fame of 1 or 2) or x100 (3 or 4) or x200 (5)
