LEÓN
"The Kingdom of León was established at the beginning of the 10th C, when Ordoño II set up his court in the city and proclaimed himself King of León. It was united with Castile several times, but it was not until the 13th C that this union became definitive. The holding of the very first Court of the Kingdom of León in the year 1188, during the reign of Alfonso IX, was one of the oldest forerunners of contemporary European parliamentarianism. It could be said that this was the first 'democratic' court".

The name of the city León is from the Latin word "Legio", meaning "legion", for the VII Gemina Roman legion which founded the city. But "leon" means "lion" in Spanish, hence the use of the lion on its banner.
