Velvet from Silk Connection dyed with Fiber Reactive Procion Dye in 18A Ultra Violet. (No fabric behind velvet)
Silk Backing takes up red dye first and results in an undesired red effect. I will have to try another method, perhaps doing an overdye technique to dye the fabric navy blue first, then submerge it in the purple bath. Hopefully, this will prevent the silk from only taking up red dye.

Midnight blue actually dyes this fabric a nice dark purple leaning toward more of a blue-violet

I think I will be using an interlayer between the outer velvet and the inside coat lining - perhaps a cotton in a light violet color.

This results in a true violet to red violet color. Fabric was soaked in a solution of Midnight Blue for 20 minutes, then Ultra Violet was added to the bath and soaked for 10 more minutes before adding soda ash.

 FINAL DYE RESULTS

I used a large plastic bin in the bathtub to dye 13 yards of velvet using Midnight Blue dye in a 1.5 concentration. I didn't cut up the velvet at all before dyeing it.

The results turned out differently from my tests - when I rinsed the fabric in the washing machine the red tones bled out of the fabric leaving the velvet pile a navy blue. I tried to fix the color by re-dying the blue velvet in a 2/3 solution of pure ultraviolet - but again the red tones bled out in the rinse and the pile is much bluer than the real costume fabric. Perhaps a combination of midnight blue, ultra violet, and black would have been better (black would have toned down the ultra violet)? Maybe Rit dyes would have given better results?
