Okay, he looks stoned, but that's the great student of the Tower of Fangs, Krylancelo aka Orphen.
I'm not sure I exactly blame Cleo for thinking he was a peeping tom. I mean, he was standing outside the mansion for quite some time, and he DID have those binoculars...here he is in the tree with Majic loitering below.
