Remote stations have intercepted coded communications referring to
a project code named "Dragon Fire". References indicate that the project
is of a military nature. Transmit source is apparently central China. Receiver
is unknown. All due concern should be given in locating and monitoring the
source of any communications involving Project Code Named: "Dragon
Fire".
All subsequent communications and information, regarding this project,
are to be forwarded to this office, my attention.

Field Analysis
Monitoring stations report that communications containing the phrase
"Dragon Fire" have been intercepted in the Republic of Georgia, of the former
Soviet Union. This could indicate that either this is the recipient of the
transmittals, or that they are also monitoring communications originating
from the site in central China.
All messages containing this phrase request that data be forwarded
by other means. Emphasizing, by other means. The importance of this project
is not in doubt. The probability that it is a military application is very
high.
I would suggest that we concentrate on purchasing a package on this
project at the earliest possible time. Tomorrow is good for me.

Purchase of package was successful thanks to our friends in need.
Synopsis follows.
Project description:
Design of low cost, high impact warhead. Nuclear in nature.
Developing Nation: China
Code Name: "Dragon Fire"
Research results:
A light weight catalytic style warhead.
Weapon description:
A non-fueled nuclear catalyst. Warhead does not contain nuclear fuel.
Fuel source is fresh water at the site of impact. Upon detonation the catalyst
ignites a self sustaining nuclear fire where the Hydrogen released in the
process of breaking down the fresh water molecule is the fuel, and the resulting
oxygen sustains the burn. The fire rages until the supply of fresh water
has been exhausted.
Conceptually the nuclear fire will spread from lakes to rivers to
underground water sources, until eventually exhausting the fuel source. The
process will be terminated at the oceans where mineral laden water will not
support the process. This would in effect be a continental weapon.
Effect would be the total elimination of connected fresh water supplies,
the destruction of all vessels on these waterways, and the incidental destruction
of industries along the shores. Environmental impact would be enormous.
Underground water source ignition would ignite coal reserves and oil reserves.
Following the water trail the burn would continue in to all industries,
residences, and most importantly in to the cooling facilities of nuclear
reactors.
Weapon Pro's.
Can be delivered by most conventional rocket platforms.
Can be hand delivered.
Would not allow for targeted country to respond.
Weapon Con's.
Full scale testing is not possible.
Dragon Fire reaction can bridge water sources during heavy rain.
Cannot be used on targets within the aggressor's continent.

I am in receipt of the package. A full review of the technical data
has resulted in the following findings and recommendations.

Project Impact: None
Project Timeline: Unknown
Project Status: Theoretical
In practice, a sustained nuclear reaction of this type cannot be
maintained in the real world environment. I would suggest that we promote
further development by the Chinese in this venture, as it will not lead to
any useful tools.

Field Analysis
Satellite images indicate a thermal event occurred just North of Chengdu
in Central China. The event lasted 7 minutes. Follow up images revealed that
a small complex was destroyed in the event. No further information is available
on this event.
