Lex Luthor was on his last limb due to poisoning from the Kryptonite he had carried around with him for years after discovering it as the only thing that could weaken Superman. In another attempt to destroy Superman, Luthor formed the Injustice Gang with 5 other--Solomon Grundy, Star Sapphire, The Joker, The Shade, and Ultra Humanite, all brought in because of Luthor's promise that they'd be able to rid themselves of the annoying Justice League once and for all.
As with all attempts to take down the world's mightiest heroes, the Injustice Gang failed and was ultimately broken up--but the team, sans Lex and Joker, formed up again with Aresia and her plot to take down the entire male population of the world.
