The Injustice League was conceived as a protection racket for super-villains. For 35% of a member's take, he or she would always have super-powered backup to protect them from the Justice League. It was used as an enticement by Lex Luthor to get super-villains to rally together for his true plan. This gathering of power would allow the Injustice League to overthrow the government and replace it with their proxies. Luthor plans to create a new America, in which crime and corruption are accepted as a normal part of life. The first step of the plan: the total destruction of the Justice League.
