*I think you are always a natural Wiccan, not everyone is Wiccan, but if you are meant for this path, you are always meant for it. How do you become Wiccan? By studying it and understanding it. You can't follow something if you don't understand it. Read a lot! If you don't have access to books, go to good webpages. I don't think one can just "proclaim" oneself a Witch, and just because you do doesn't mean you are one, you have to be one in your heart. Doing spells doesn't make you a witch. It's said one should study for a year and a day before dedicating oneself, I'm not so sure, it might be right, but to some it's wrong. I think if you KNOW it's right for you, you should be able to say that you believe in this "certain" religion. But I don't think you should "rush into it" choosing a religion is a big decision and shouldn't be rushed into or thought of as "the cool thing to do". Anyway, that's just my opinion.

*People come to Paganism/Wicca through many paths with only one common thread. This is the fact that the Goddess is calling to them even if they do not realize it. When is even easier. When you hear the call, you answer it. That may be at 9 or 99. It does not matter.
*I honestly can't say, everyone has to fine their own corner of the craft that suits them best. For me it's special sympathetic magick and a special form of enchantment. For you it may be kitchen magick. But I think most would agree that its not a good idea to just practice magick without some sort of ideology wrapped around it. I mean, who in their right mind would invoke\evoke gods they have no connection to and have absolutely no idea what they'll do once they show up? So why would one practice magick without having at least some rudimentary knowledge of its applications thereof.
That's why it's recommended that you study it before practicing it.
As for the actual act of learning magick itself my advice is go
with your gut instincts. Magick is highly flexible and it can be
bent a little. Beyond that it's advisable you find and author to
learn the basics and set a foundation to expand upon. Mine is Scott
Cunningham, yours may be Doreen Valiente.
However, if someone has no magickal foundation they may believe
whatever anyone says. Which can lead to many problems.

* I think when you truly belive that you are a wiccan, you are. It also greatly helps if you respect nature, your friends, your beleifs, and most of all, yourself. I think that if they tried, everyone could bring out that little bit of wicca in themselves very easily.

*I believe that becoming wiccan or pagan involves sort of a mental and physical acceptance of the spirits of the god and goddess, that is to say, it involves seeing the world as a creation of the divine spirits and feeling their presence. Ritual acceptance is only a part of truly becoming a believer and follower. Also, to add to the ritual acceptance part, that is not necessary, as some religion you were born with may prevent a palpable initiation to a particular religion. Being pagan or wiccan does not necessarily mean you are in some way physically brought into that realm, merely a personal acceptance it all it takes.
In regard to how you KNOW you are truly pagan, that is as well a mental connection. No one can tell you that you have somehow become pagan or wiccan, you must make that decision for yourself. When you feel the presence of the god and goddess in the everyday world, that is, in my view, how you know you have truly affirmed your faith.**
